Mohamed Rafi is the Chief Executive Officer of Pearl Investment LLC — the UAE-based holding company behind three of the region’s most recognised business brands: Ontime Manpower Supply, Flora Hospitality, and Flora Realty. Since founding and leading the group from January 2002, he has built Pearl Investment into a diversified powerhouse operating across workforce solutions, premium hospitality, and real estate development.
Under Mohamed’s leadership, Ontime Manpower Supply has grown from a Dubai staffing firm into one of the UAE’s most trusted manpower companies — MOHRE-licensed, JAFZA-authorised, serving 900+ clients, and placing over 160,000 employees across industries. The company was the first in the UAE to receive the ‘On-Demand Labour Supply’ licence from MOHRE in 2011 and is a certified Great Place to Work.
Flora Hospitality, the group’s hotel and serviced apartment brand, has established a strong presence in Dubai’s competitive hospitality market — built on the same people-first, quality-driven culture that defines the Pearl Investment group. Flora Realty, the group’s newest venture, has entered Dubai’s booming real estate sector with its debut project, Flora Isle Beachfront Residences on Dubai Islands.
Before building Pearl Investment, Mohamed held senior roles in healthcare administration and marketing at Aster DM Healthcare, one of the GCC’s largest healthcare conglomerates. He brings a rare combination of academic depth — an MBA in Marketing, an MSc in Oceanography, and a BSc in Physics — and 24+ years of hands-on executive leadership across high-growth, multi-sector environments.
